One such issue is the testing of Welfare recipients for the use of drugs in order to receive their Welfare benefits. While some individuals are for the idea of testing such recipients whether, from a moral, monetary, or personal standpoint, others may oppose them for the same or varied reasons. In 1996, the federal†¦show more content†¦To ensure that the money was being sent to the proper families who were truly in need, 16 states started to implement testing criteria of their own. Some more programs having more effect than others in terms of pointing out drug abusers benefitting from state assistance. One such program was the Su bstance Abuse Subtle Screening Inventory (SASSI) test, where the applicant for welfare was required to take a screening questionnaire designed to pick up subtle psychological triggers that might point to a substance abuser. Of those who showed possible drug abuse signals, all were placed into a selection pool where 50% would be randomly selected for drug screening or urinalysis to see if they were in fact using. Those who refused to take the SASSI exam were immediately denied state financial assistance. Those who failed the drug tests were placed on a 3-month suspension from being able to receive aid unless they were able to show some form of proof that they were attending a drug rehabilitation program. A study for such tests in Utah showed that results discovered about 2.5% of those who were benefitting from Welfare tested positive for illicit drugs, including marijuana.
